An arcade platform game about a police officer chasing an escaped thief through a department store. In Keystone Kapers, the player controls Officer Kelly, moving between floors, jumping and ducking to avoid obstacles while trying to catch Harry Hooligan before he reaches the roof. A mini-map shows the locations of both characters.
Points are awarded for catching the thief, the time remaining and items found in the building. Kelly loses a life if time runs out, he collides with a toy biplane, or Harry escapes. Elevators and an escalator provide ways to move between floors.
